The following is a transcript of an intercepted communiqué that OMNI believes is indicative of current HILEAN IMPERIAL attitudes regarding Earth’s liberation. OMNI believes this is a conversation between HYM’R HILEA ANAKIRO YAYERNO (Flag Serial: 376-HH22, Governor Militant of an unknown system)and SECOND AVEKI ZUSRIAH HEBENI (Flag Serial: 399-2A527, Imperial Military Logistics Officer). The contents of this communiqué transpired between December 6^th 2037 and December 15^th 2037.

376-HH22 (Anakiro):

374-HH12 [Gadry Tiraf, Former GM of Earth] has missed his shipment again for the season, is 456x21108-Y-3 [Earth] still producing materiel?

Imp Log (Zusriah):

Contributions from 456x21108-Y-3 have been consistently negligible. Possible 374-HH12 requires additional resources to sustain governance. Files indicate 456x21108-Y-3 remains in a Category 4 resistance state.

376-HH22:

If he requires additional assistance (again) to deal with his pathetic C4R, that is no concern of mine; however what does concern me are the 85 vessels I have on permanent standby to receive his tributes. These crews have already exceeded the maximum allowable time between battle drills.

Imp Log:

Attempts to raise 374-12 on subspace have failed. We are investigating possible communications disruption.

Imp Log:

Investigative vessels dispatched to 456x21108-Y-3 have reported loss of orbital defense fleet and massive reduction of over-all planetary population. No Imperial forces could be raised at close range. Per regulations regarding the loss of an Imperial world, you have immediate command authority as the nearest Hym’r Hilea with the largest staff.

Analysis?

Imp Log:

Massive destruction of fleet, personnel, and equipment suggest a large, concerted military effort with considerable resources and fore-knowledge of Imperial tactics. Indicators suggest two possibilities: Indigenous Rebellion (Most unlikely), Hostile Space-faring military force (Most likely).

376-HH22:

Coalition remnants?

Imp Log:

Intelligence has always maintained certain elements of the old Coalition forces remain unaccounted for. Perhaps a rogue Fleet Commander took advantage of a soft target.

376-HH22:

Inform 369-HHE01 [Calet Calun, Imperial Military Chief beholden to Emperor] that I will be dispatching multiple task forces to the outer reaches. They will search for this unknown fleet and destroy it if found.

What of 456x21108-Y-3?

376-HH22:

A world of little importance. While they have provided a consistent resistance these past years (mainly due to the soft handling by 374-HH12 than capability), it has been little above a C3R. 456x21108-Y-3 will be reacquired once I am satisfied that sector has been secured, and I will be certain to recommend a proper Hym’r Hilea to govern it.

Analysis of dialogue indicates the anticipated Imperial counter-attack is not as imminent as previously feared, nor do they seriously suspect that we were actually able to accomplish a successful uprising. However, the eventuality of a counter-attack has been confirmed. Previous conferences with General Staff have indicated that Earth will not be able to withstand a Hilean Imperial invasion in earnest regardless of preparation even with mandated compulsory service of all citizens. This office contends that an immediate and aggressive program to begin construction of an expeditionary fleet, in concert with our European, South American, and East Asian allies, maximizing the element of surprise with the purpose of liberating and annexing nearby Imperial subject worlds is the only chance for this nation’s and indeed this planet’s survival.

Something of further interest, however, is a reference in the transcript to “coalition remnants”. We believe this is referring to the hasty alliance of worlds thrown together when the Empire began its campaign of galactic conquest in earnest. Little data on this is available, however according to the Hilean Imperial records, the Coalition was crushed several decades before the Empire invaded Earth. Despite this, the Hileans seem to fear or at least be concerned with a return of this coalition. It is the recommendation of this office that we:

     1. Exploit this fear with a ‘false flag’ campaign.

     2. Investigate the possibility of its validity and seek an alliance with these remnants if they exist.
